Studimet për Fizikë i kreu në Fakultetin e Shkencave Matematike-Natyrore (FSHMN) të Universitetit të Prishtinës në vitin 1976. Studimet pasuniversitare i filloi në Fakultetin e Fizikës Teknike të Universitetit e Beogradit, por i përfundoi për Fizikë në Fakultetin e Shkencave të Natyrës në Universitetin e Tiranës(1993).
Tezën e doktoratës e mbrojti në të njëjtin universitet, nga fusha e Fizikës së Atmosferës-Meteorologjisë fizike (1996).
Në vitin 1997 u punësu si pedagog i Fizikës, në Fakultetin e Bujqësisë në Universitetin e Prishtinës.
Ka qenë drejtor i Institutit hidrometeorologjik të Kosovës (1999-2013), si dhe profesor i parë nga Kosova në Organizatën Botërore të Meteorologjisë (WMO) dhe CIMO, etj.
Pushtetarët serb, që ishin instaluar dhunshëm në Entin Meteorologjik të KSAK , e larguar orofesorin dhe shkencëtarin Sylë Tahirsylaj më studiues tjerë që punonin në Entin Meteorologjikë të KSAK (1990).
Pas largimit nga puna profesor Tahirsylaj u punësua në arsim si dhe i vazhdoi studimet pasuniversitare të fizikës në Tiranë .
Kur lufta , në Kosovë mbaroi (1999) Tahirsylaj ,kthehët dhe emrohet drejtor në Institutin Hidrometeorologjik të Kosovës( IHM) . Fill pas këthimit në IHM , për shkaqe dhe rrethana të panjofshme digjet më qëllim i tërë dokumentacioni meterologjikë i cili datonte nga Vjetari i parë i vitit 1925 e deri në çlirim e tij nga pushtuesi serb (1999).
Drejtori i Institutit Hidrometeorologjik i Kosovës (IHMK), në tetor të vitit 2013 dha dorëheqje në favor të vazhdimit të punës akademike në Universitetin e Prishtinës.
Si një ndër institucionet e para të Kosovës të rikrijuara pas luftës, IHMK nën drejtimin e prof. Dr>Sylë Tahirsylaj, ka luajtur rol të rëndësishëm në ndërtimin e shtetit të ri, duke kryer detyrat dhe përgjegjësitë konform kërkesave të qytetarëve.
Kontributi i prof.dr Sylë Tahirsylaj si drejtor i IHMK padyshim se më meritori ka qenë vënia e infrastrukturës funksionale e fleksibile, duke e zhvilluar institutin në tri sektore shumë të rëndësishme, sektorin e meteorologjisë, hidrologjisë dhe laboratorin për analiza fiziko-kimike të ujit, ajrit dhe tokës. Ai gjithashtu ka dhënë kontribut të paharrueshëm edhe në hartimin e bazës ligjore për punën e këtij instituti, duke iniciuar dhe mbështetur deri në fund miratimin e ligjit për veprimtarinë hidrometeorologjike të Kosovës.
Nën udhëheqjen e Tahirsylaj, IHMK-ja ka qenë zëri i pakontestueshëm kur ishte në pyetje parashikimi i motit dhe ofrimi i të dhënave për parametrat klimatologjikë për tërë territorin e Kosovës, përmes stacioneve meteorologjike në 5 qendrat e Kosovës.
Në ngritjen e sistemit të monitorimit, Sylë Tahirsylaj ka zhvilluar edhe rrjetin hidrometrik të Kosovës, që aktualisht ka 22 stacione që bëjnë matjen e nivelit dhe sasisë së ujërave, rrjetin e monitorimit të cilësisë së ajrit dhe pajisjen e laboratorit me mjetet më moderne për analizat e cilësisë së ujërave, tokës dhe ajrit.
Falë profesor Tahirsylaj , është afirmuar puna shkencore në IHMK në skenën ndërkombëtare si dhe është bërë anëtarësimi i këtij institucion (IHMK-së) në Organizatat Ndërkombëtare të meteorologjisë dsi dhe është bërë çertifikimi i tij në " EUMETSTAT".
